The discussion so far has really centered around utilities, programs, procedures, code snippets, etc. that were completely developed by an individual. What about code that was originally developed by an unknown individual that has been passed around and modified. I have peices of code that I keep on diskettes like this. What would be the risk of supplying this to a code bank and then having someone say, "That looks like my code"? Maybe it is, maybe it isn't. Another issue is finding code that is available. I can think of several sites that offer code (for example. News/400, Midrange Computing, Cozzi, Ignite, etc, etc, etc). It would be nice to have a "central catalog". Anyone with code could register a description of the code along with a URL to find it.
