Working as a consultant is very different from being an employee.
I dabbled a lot more in tools when I was an employee. As a consultant,
I have to report time and tasks. Hiding the development of a tool
would be unethical. If the project lead or IS manager will not OK
the tool, then you can't do it. At least not on their time or equipment.
