I dont understand why you want CL to have all that functionality.  Its a bit 
like
asking for DOS BAT programs or UNIX scripts to be a fully functional programming
language.  If you made CL as powerful as you are asking you are simply creating
another version of C. (perhaps more powerful than C) what need then for RPG and
then what would u use to run things.
Why not just use IRP (Intermediate Represention Program) as all langusges are
(used to be?) converted to it for the AS400 to compile.
