Now that you mention it a spark of memory went off.  We did use the INFDS to
see what the file error was.  Sorry for the miss leading information.  Good

For file errors, the message ID is in the INFDS at positions 42-48;
40-46 in the PSDS is only for non-file errors.  The PSDS (91-170) does
hold the message text for file errors, as you found, Rajeev.
