I think you need PDM/SEU on the 400 in order to use Code/400.
The demo version of Code is crippled in two ways: It doesn't do service
packs and it will only "click to download" 500 times.  After the 500
download limit you'll have to FTP the source back and forth manually.  The
editor will continue to work, and it edits local PC files (like .C, .TXT,
.JAVA, etc.) as well as 400-specific file members.  I believe I've heard Jon
Paris mention that this is an intentional use of the editor for students
(download a copy of the editor and take your programs home to work on
them...)

Right now, I don't think you can get Code without VaRPG, but I don't think
you have to load the VaRPG stuff on your PC.
