Length may be significant in a date literal, (I'm actually not sure,
so I'll take your word for it) but its not the biggest problem here.

His variable &FRMDTE isn't even being used in that QRYSLT...  and
in all likeliness he probably forgot about the quotes completely,
otherwise he'd have (I assume) put them in the QRYSLT string itself
rather than the variable.
