I believe that date literals need to be enclosed in quotation marks, so your
QRYSLT needs to look like this:

OPNQRYF FILE(pestpr) QRYSLT('WNPDTP1E *EQ ''' *cat &FRMDTE *cat '''')  

Remember, you're not trying to pass a variable to QRYSLT, you're passing a
string that should look exactly as though you typed it on a command line.

As for the second question, I think that you would need to use %date instead
of %timestp:
QRYSLT('WNPDTP1E *gt %date(31051999)')  I don't think you would need to use
an operator on the database field (if it's already in *DATE format) 

See the CL Reference manual for information and a few weak examples of
OPNQRYF and %date.
