The OS/400 screens that you see were written based on this standard. The last one I saw referenced the CUA '91 standard. I do not know if there has been another revision since that time. It not only defines how the function keys should work but also discusses colors, message highlighting, etc. I have been involved in some useability labs that IBM has and it's an excellent insight into how to make your applications more useable and user friendly. I try my best to stick to this standard to make my applications as consistent as possible.
