I agree ... Silvon's Implementer has worked well for us.  It also handles
AS/SET action diagrams (with a few little bugs).  I have had poor results
with their help desk, though - a common complaint with many help desks!  When
I have a problem, I normally am calling the help desk as a last resort, and a
24 hour response time is not good enough!  Fortunately, once we got the
initial set up correct, we've needed very little help desk support.  And
training a new user is very easy ... a big plus!
