Even though OP specifically expressed doubts about a wiki, that seems
to be a popular choice.

To get an idea of the free ones out there, check out this list on Wikipedia:

Notably, all 6 of the primary implementation languages featured on
that list are available for PASE, so there are plenty of choices that
could run on the i if desired.

One of the ones on the list is DokuWiki, which specifically positions
itself as a documentation system.

Please understand I have no personal experience with any wiki
software, other than making a few edits on a handful of wiki sites,
including Wikipedia.
