seems like it would be easier to leave the IBM i out of it in this case.
You have a PC file and a spreadsheet, and you are dealing with text files
so perl, Python, Java, or any language you can run on the PC would probably
be a lot easier.

Export the spreadsheet to a CSV and you can probably read and write the
files directly on the PC without worrying about CCSID, transferring to/from
the i, messing with the IFS and DB conversion etc.

Or just use an editor as suggested by Buck.
