You are right on all counts. Cable is a shared resource along each
"node", so heavy concurrent use by neighbors can make a difference.
That is why you want to start with a high enough number that it is
still good during peak times. In practice, my home cable (also
Comcast) is almost always at least 12-14Mbps during peak times, and
generally double that most of the day.
In the case of Comcast, the business class should be more consistent throughput.
With ping times, the lower the better but anything under 100ms is
typically good enough for most practical purposes.
