You can get a free version of SQL Server that will run on your machine - should be enough to learn from. And the development environment, to some degree, may come with it. Otherwise, there are free versions of Visual Studio that you can use.

All are available at Microsoft's site - there's a version 2010 of VS out now.

And then you go find books and sites and classes and start studying!

I think the VS offerings may have some guidelines to Windows programming - certainly MS' site has extensive stuff for new developers - when you install VS, you will probably be pointed to even a forum, maybe - I don't remember the exact details that I went through.
