I've used GIMP (http://www.gimp.org) It's free! Has a bit of a learning
curve, but it's supposedly as powerful as Adobe Photoshop.
I think you can also create animated GIFs with it.

Subject: [PCTECH] Speaking of PaintShop Pro

The discusion about animated Gif's and PaintShop pro showed me that I'm not
the only one who loves that program.

At least, I did until Corel bought it.

What do you folks use to replace it? I've been using PaintShop Pro since it
was shareware and would fit on a single diskette. I need something to do
graphics with. Not really Photo stuff, but creating images, gradients, etc,
etc. Mainly, web stuff.
