HP Monitor program for HP Printers

I am having problems at a site where there are a dozen HP printers,
mostly 4000T and 4000TN.
The 4000T have a HP Jet Direct box for network connectivity.
Ever since local tech installed a HP Monitor program (I don't know actual title), the printers have been less than stable (. It appears it mostly monitors
paper & toner.
Other day thay found two Jet Directs w/same ip - and no one knows how that happened (dhcp off in both).
Anyone have experiences with this HP program?
Getting this msg a lot - and have read IBM doc in this area.

TCP/IP using the End TCP/IP (ENDTCP) command, start TCP/IP by using the
Start TCP/IP (STRTCP) command, and then try the request again.

v5r4 and cume 57282 (behind... but problems started after HP pgm loaded)
