I haven't done any of this stuff since the 1980s. I am betting the World has changed a lot since then, but I might spend a couple of hours at an industrial electrical supply company, or find someone that programs programmable logic controllers.
Generally, I believe you might be looking at flow control valves, but they may be way too much money. Perhaps a few fixed-flow valves in parallel will do will give you some variation in flows?
