Is it possible to use MIDI for this kind of thing? That is, after all, simply a controller protocol. And you could combine music output with the water show, coordinated, lots of stuff like that.

You could use something like the latest version of what was Cakewalk - sequencer software for the PC - there are others - I have not looked in some time.
