Even the lightest notebook will be too much weight with books/etc for him to
take. He has minor case of Cerebral Palsy so walking is sometimes work in
itself let alone lugging more crap around.

Laptop is the way to go. Doubtful a desktop will cut it, a he'll
probably need to take it to the library, other areas on campus, etc.

My brother, my folks, and I got my nephew a laptop for when he goes to U
of I in a few weeks. We went with a Dell Latitude D630. We skipped the
office apps, as there was a much better deal through the school.
