Is there any software out there that will allow me to see their
password?
I can go into UsrMgr and change their password, but can not see it.

That's kind of the point. Even the admin shouldn't know another user's
password. As you say, you could always change it. That change should
allow you to then unlock the desktop with the new password. Of course a
forced password change can wreck havoc with EFS and, but I'd guess you
don't have to worry 'bout that.

But, what are you trying to accomplish. If you just want to kill the
program hard, take a look at pslist and pskill from sysinternals.com
(free). pslist will list running processes on your pc (or a remote one)
and the pskill will kill a process so you could just reach in under the
covers and enumerate/kill the correct processes on the user's desktop.
