You need a bluetooth receiver on your PC.  Then it should show up in your
control panel. 

It is common for laptops to have Bluetooth...but I've not seen a lot of
desktops that do.

With a Treo anyway, you can use a USB cable between the Cell Phone and PC.
It is also faster than Bluetooth.

Well, dumb ole us can't find "Bluetooth" devices under control panel.
Are we missing some simple thing, yet again?
