Umm, this would be Microsoft's VPN? It's not Cisco, or some other 3rd party 
vendor, just a normal (?) VPN setup from Windows. O.k., I think the steps 
were:

Control Panel -> Network Connections -> Create a new connection -> (New 
Connection wizard) Connect to the network at my workplace -> Virtual Private 
Network connection -> Connection Name -> VPN Server Selection (entered IP 
address) -> Connection Availability (My use only) -> Finish

As far as "most consumer grade routers will only support a single VPN 
connection at a time", I will point out that the Win98SE box wasn't even 
turned on when I attempted to connect RD on my XP-Home box. Were you 
wondering whether I had the VPN and RD up on the WIn98SE box when I tried 
the same on the XP-Home box? Or was it something else?
