Well, I doubt the netbios had anythign to do with it since XP doesn't use it
natively and Samba doesn't use it either.

It may have been issues with master browsing and wins.  When you restarted
manually, did nmbd restart as well?  Or when using webmin, it may have only
reloaded configuration files and nto actually shut down and restarted
services.
