Right now I'm using PUTTY

I signed off and back on
Used
PATH=/QOpenSys/pkgs/bin/python3.6:$PATH

Echo $PATH now shows

/QOpenSys/pkgs/bin/python3.6:/QOpenSys/pkgs/bin:/QOpenSys/usr/bin:/usr/ccs/bin:/QOpenSys/usr/bin/X11:/usr/sbin:.:/usr/bin

Then I tried
Pip3 install xlsxwriter and received
pip3 install xlxswriter
DEPRECATION: Python 3.4 support has been deprecated. pip 19.1 will be the
last one supporting it. Please upgrade your Python as Python 3.4 won't be
maintained after March 2019 (cf PEP 429).
Collecting xlxswriter
ERROR: Could not find a version that satisfies the requirement
xlxswriter (from versions: none)
ERROR: No matching distribution found for xlxswriter

The point is that when python is called, it's a *symbolic link* to the
python 3.4 interpreter.

You probably should just delete the symbolic link and create a new one to
python 3.6
