Are you using the wwwperzl.sh script? It will use the .deps files Perlz
builds and work as a pseudo-package manager. The .deps packaged with it
are pretty old and incomplete. All the dep files are here:

I have no idea why Perzl makes seemingly all of his RPMs depend on bash.
It wouldn't be a problem I suppose, but the wwwperzl.sh script is
braindead and will reinstall any dependencies even if they're already
installed. </rant>
Anyway, each dep file contains the full list of dependencies (its
immediate dependencies, their dependencies, and so on) so you just need to
download and install those and you should be good (well, other than fixing
up the iconv thing, which wwwperzl.sh takes care of for you).
