You're making the mistake of giving them power over you. Just politely let them know that you have been instructed that there are only 3 people in the building that can grab you in the hallway: your boss, your boss's boss and his boss. Everyone else has to get their work scheduled.

This is what I had told my guys and that if anyone tried to get around that, they were to contact me.
