FWIW, I've used a pretty simple way to avoid being bothered by these
calls: I have an answering machine on my phone, and I _never_ pick it up
unless the caller identifies themselves. The people who normally call me
all know this, and if I'm giving my number out to someone new I make
certain to mention it. Interestingly, no one has ever left a message
saying, "boy, do I have a great windows deal for you!" :-) I do get a lot
of hang-ups, though -- some days, 2-3 times the number of "real" callers.

I suppose some might consider this impolite, but to me it's the same as
looking out the window to see who's knocking on the front door before
opening it.
