RE: Why vote if you have no rights?

This is not in any way condoning or condemning the Patriot Act (or whatever
it's called) because I just don't have enough information.  However, before
I go off into complete craziness, lemme ask one thing... wat is the ACTUAL
wording that:

"allows secret Star Chamber courts to issue contempt charges against any
individual or corporation who refuses to incriminate themselves or others.
This section annihilates the last vestiges of the Fifth Amendment."

This is supposedly "SECTION 109".  What exactly is the legal wording of
SECTION 109?  This will go a long way towards determining the credibility of
the rest of the statement.
