IBM is pretty good about "leaking" technical directions for the future. They are also very good about not leaking pricing directions. I would imagine that if true, we would find out on the day of announcement. If this were true and publicly acknowledged, current purchase/upgrade decisions would be put on hold immediately in the hope of a future price decrease.
