Well, I guess that's the real issue.

Although the WTC, White House, etc. are obviously prime targets, how do you
defend them? If we make them impervious to hijacking, won't then next plan be
to get someone to actually become an airline pilot?

But terrorists don't have to go after those targets to be "successful,"
right? They can attack citizens anywhere at any time. I don't even want to
post the things I've thought of that terrorists could pull that don't require
weapons of mass destruction or hijacked airliners. It appears to me that
harming people really isn't that tough.

But if some guy says he is going to throw a rock and break a federally owned
window, and then three or four years later someone actually does throw a rock
and break a window can you really point your finger at the intelligence
community and say, "You should have known!"?

I don't think so.
