You might want to check the following and put the matching rule in
QPWDRULES:

Note: If any value other than *PWDSYSVAL is specified for
QPWDRULES, the QPWDLMTAJC, QPWDLMTCHR, QPWDLMTREP, QPWDMAXLEN,
QPWDMINLEN, QPWDPOSDIF, and QPWDRQDDGT system values are ignored
when a new password is checked to see if it is formed correctly.

I'm sorry. I missed that you had already changed QPWDMAXLEN in addition to
changing QPWDLVL

What do you have for QPWDRULES?

1. If the QPWDRULES system value is any value other than *PWDSYSVAL,
this system value cannot be changed and its value will be ignored when new
passwords are checked to see if they are formed correctly.
