From the Security reference manual.

2. If the QPWDRULES system value is any value other than *PWDSYSVAL, this
system value cannot be
changed and its value will be ignored when new passwords are checked to see
if they are formed
correctly.

Try changing Password Rule *MINLENnnn.

Subject: Increasing password minimum length

Hi,

I'm trying to increase the minimum length of our passwords on our IBM I from
8 to 10 characters. The password level QPWDLVL is set to 2 currently which
means passwords can be from 1-128 characters. The value for QPWDMAXLEN is
128. When I look at QPWDRULES, it shows *MINLEN8 and *REQANY3.

When I try to change the QPWDMINLEN value to 10 with the following command
CHGSYSVAL SYSVAL(QPWDMINLEN) VALUE(10), I get an error that says "Specified
value not allowed for system value QPWDMINLEN." Pressing F1 on the message
doesn't provide anything helpful. Basically it says specify a valid value.
I checked in SST to see if the security values were locked and they are not.
What am I missing?
