When you order PTF's at Fix Central and you get an email that the order was
placed, if you do not get the follow on emails in just a few minutes that
the order is ready for download then open up the original email and use the
link to check the order status. You may find that the order is Rejected.
No explanation will be given.
Example: Order B8602816 is placed to order PTF's for IBM i 7.5 for one
LPAR. Order B8602812 (first, check the number) is placed to order PTF's
for IBM i 7.6 for some other LPARs (same box).
Order '6 got the follow on emails that the order is ready and I downloaded
the fixes.
Order '2 never got the emails. I checked the link and the order is
rejected.
I tried again today to order the same PTFs with order B8603449. No follow
on emails. It too was rejected, with no explanation.

It normally takes a few days to get a response.
