Maybe make it a prestart job in QCTL? (Or QSYSWRK, QUSRWRK)

That way it will always run even if the start up program is changed. Several software vendors do this (drives me to fits of anger when I don’t want their stuff running, and they do it without regard to other operations) all the time.
