Brad Stone, is your question resolved now? Is your cloud IBMi producing the time zone that you want? I am puzzled over your post:
Now, I am in MN and the offset I believe should be -06:00 for DST right now.
I tried changing things and the offset stays at -05:00.

In the Wikipedia article you provided https://en.wikipedia.org/wiki/List_of_time_offsets_by_U.S._state_and_territory If I hover cursor over Minnesota UTC-06:00 CT, the help text clarifies its relationship to geographic time zone depending of the time of year.

I was Power Systems administrator running IBMi from 2005 to 2013 on a Tulsa, Oklahoma IBMi server, (in same time zone as Minnesota that Brad mentioned). My QTIMZON object knew the month and day that Oklahoma changes between Central Standard time (CST) (Offset -6) and Central Daylight Time (CDT) (Offset -5). I appreciated that the IBMi system time was always accurate without manual intervention for our JD Edwards ERP package.

GMT stands for Greenwich Mean Time
Coordinated Universal Time (UTC) came to replace GMT with the more accurate and scientific measurements of time1.
Moreover, to maintain the consistent time system, UTC does not observe Daylight Saving Time (unlike GMT).
Zulu time denotes the Coordinated Universal Time in the 24-hours standard which is used in the military forces and aviation in particular. Namely, Zulu signifies the universal time standard for the pilots who fly in different time zones7. However, the term Zulu is just the synonym for UTC. The name of the time zone derived from the transmission articulation of the letter Z (Zulu). Considering that Z signifies +0 offset from the prime meridian, it is was implemented for the military coordination in time.
