that Windows displays UTC offset differently than IBM i - this is a
surprise?

- btw IBM Linux/Unix same as IBM i and <guess> Mainframe s well
most, but not all generic google requests about UTC offset referenced
Windoze docs, but some were ibm i (probably from my recent specific requests

IBM i help text specifically says the offset displayed is adjusted for
daylight savings. I can find no Windoze doc saying the same.

Offset
Contains the time difference between this time zone and Coordinated
Universal Time (UTC), specified in hours and minutes. A negative
difference indicates that the time zone is west of UTC and a
positive difference indicates that the time zone is east of UTC.
This is the offset that is currently used to determine local system
time.
*This value has been adjusted for Daylight Saving Time, if
necessary. *

IBM is treating UTC and "offset" as two separate values.. given the
craziness of various geographical areas opting in/out of daylight savings

(assuming you are in Daylight Savings ...
