Yes. Most often it was not loaded when there was no licensing for it.

For those cases where such CL crisis use may be required EDTF can be counted on to be on all LPARs. And for editing completely free format RPG is just as useful as SEU.

EDTF is capable of opening library members? I've never tried.

Apart from that, comparing SEU to EDTF seems to me like comparing (the original) vi to ed. :-)
