It depends a little bit on what you are trying to achieve,
Changing the startup program to *NONE will do the job of stopping your
applications from starting up
TCPIP and Host Servers will still start if you have STRTCP set to *YES in
the IPL Attributes.
BRMS has some other useful options, the main one I use being to IPL the
system after a backup group.
If I am doing maintenance I use a job to set STRRST to *YES and run the SYS
*CTLGRP with an IPL thrown in....
