Re: NOT start the controlling subsystem after a save 21

Put an inquiry message in the QSTRUPPGM ("Do you want to start the system?"
or similar). This will put the startup program in MSGW until the message is
answered. (You would have to train someone to answer the message if you
weren't the one doing the backup/IPL.
