You have three options. First, just don’t start the controlling
subsystem. You’ll be in a restricted state with only the console. Bad
news is if you plan to do much after that, IBM i resources may not be
available.
Second, my choice, is to have a start up program with pgm, dspmsg IBM
copywriter notice, endpgm. Prior to running your “21” change the start up
program to that one until you are done, then reset the startup and I
usually just IPL at that point to be sure everything is in order.
Lastly; grab the program option 21 uses and modify that to include the
“don’t start” option. Ideally grab the 5250 panel and program from a later
release, copy it over to your V7R2 box compile and run. Bad news there is
IBM might overlay your changes so you need to redo them. The source for
all of that is available on the system.
