Well, even if you don't literally embed PCL escape sequences, the output of transform(*yes) for a given outq/devd is still PCL. Something worth to keep in mind even today.

PCL was cheap to implement and thus found large adoption in commercial environments, where the AS/400 was also strong.

PostScript had a strong stance in the (then emerging) DTP industry, but required expensive licenses to be paid to Adobe for every PostScript capable device (printer).
