a few suggestions to look at if you have not already done so

1. Do you actually use DDM? If not sure, this will indicate if listener
running

3. have you updated QSYS/QAQQINI file beyond IBM defaults ?
select * from qsys/qaqqini to display
(or have libl with a QAQQINI file higher than QSYS
or multiple pgms calling the sqlrpgle that are in some way altering the
environment depending upon where called from, like external calls from
outside the system, web programs, )?

and finally - i've imbedded PRTSQLINF (to unused outq) in job streams
before to capture events that seem random

Perhaps it is doing a connection even if you are using the local entry
shown in WRKRDBDIRE
