The job log Cause for the CPF9160 shows DDM.

Cause . . . . . : The database server job 049654/QUSER/QRWTSRVR has been
deallocated on system {local system name here} for handling a TCP/IP
connection using DDM protocols. The connection used IP address {local
system IP here}, and user ID QSYS at the server. The connection had a
scope of *ACTGRP level in activation group *N with an activation group
number of 2.

Good. That pretty much leaves out "DDM" or any remote connections.
I cannot figure out why it would have trouble connecting locally.
My mind is on a game tonight though.
