I don't think it is too expensive ... at least not as long as a SET statement and not SELECT .... INTO ... FROM SYSDUMMY1 is used.
When using a SELECT-Statement a SQL Optimization has to be done. A full optimization is time consuming (even if there is only a single row in a table).
On the other side, a SET Statement is AFAIK under the cover converted into a call of the appropriate C-Function (IIRK it was changed sometime in the early 5.x releases)
So, calling an SQL function might be only little slower than calling a function in a Service Program, just because it is a dynamic call and not a static one.

Honestly, I didn't want to go and look for the already posted
proposals for new TRs in RPG.

If this already exists and was rejected, just throw me a lot of rotten
eggs (LOL).

I am thinking of a new BIF: %SPACES(nSpaces)

This would help a lot to stuff in a string a number of spaces when
concatenating several pieces of other strings.

Example:

stmfString = var1 + %SPACES(50) + var2 + %SPACES(20);

The literal number of spaces can also be a variable containing a valid
positive value for the number of spaces to stuff in.

Opinions? (Or rotten eggs).
