I suspect it might be covered here: https://www.ibm.com/support/pages/transform-services-fails-cpfce02-rc3-after-upgrade-75

Do any of these listed conditions apply?
The error has been reported after:
- An upgrade or install of OS V7R5
- A FlashCopy on the target system
- An abnormal system end

If so, there are support steps to recovery. If it was an abnormal system end, recovery is fairly simple.

Googling got me some results about problems with V7R5 transform issues but
I couldn't make head or tail of it.
