The OS level and if the system is preloaded or comes with no OS on it is completely dependent on how the order with IBM was placed by the BP to the distributor.

If you want V7R5, then spend a couple of hours and upgrade it to V7R5. Then again unless this is a net new system simply restore your donor system to the new P10 and it will magically be exactly where you want it
