A semaphore (I've used the concept a number of times, and I've seen it under that name in the Java documentation, but for some reason, I've never associated the name with the concept) is of course the simplest solution to the problem.

What I was suggesting the OS could do would be to provide an easy way for a CL program to either know whether there was an active job under a given name, or (even better) know whether a given program was in use, thereby allowing the jobname or the program itself to function as a semaphore.
