Seems to me that if you are getting business value from Avalara then perhaps it's time to look into the paid service so you have support.
I wouldn't expect them to respond to non-customers.

Yep, did that.
The website version return correct data. The web service returns correct data, most of the time.
Phoenix, AZ API returns State and Maricopa tax but no Phoenix City tax. Site returns all 3.

Just out of curiosity, I see there is an interactive version on their web site. Have you tried to put in your data there and see if it returns valid? May not be the API, may be the data table. Just a thought.
