I second this.

Then again, my dealings with Avalara have been nothing but spam after spam
after spam (emails and calls) after attending one online meeting.. and
every question asked they would reply "good question! Set up a meeting
with one of our experts offline and we'll answer them."

Their nexus info is pretty good, though, however flawed and "high level" it
is. Especially for WI. I've tried to help correct them on that but
nothing.

Yep, did that.

The website version return correct data. The web service returns correct
data, most of the time.

Phoenix, AZ API returns State and Maricopa tax but no Phoenix City tax.
Site returns all 3.

Just out of curiosity, I see there is an interactive version on their web
site. Have you tried to put in your data there and see if it returns
valid? May not be the API, may be the data table. Just a thought.
