Is SMTP set up properly?  CHGSMTPA you should have at least firewall set to
*YES and the mail router specified.  You didn't say what OS version, but
there's also forwarding hub server.

Or you can quit wasting precious time with IBM's SMTP/MSF mess and use
MAILTOOL which you can get explicit logs to see what the issue could be and
skip setting up SMTP all together.

99% of the folks I deal with say "if it works, it works" and they don't
care how.
