I wonder if the driver in question is part of the licensable DB2 connect product. 

As Jack mentioned ODBC is probably your best answer.

I can connect via PORT=446 but get:

Exception: [IBM][CLI Driver] SQL1598N  An attempt to connect to the database server failed because of a licensing problem.  SQLSTATE=42968
SQLCODE=-1598

ODBC works. Can you use ODBC instead?
